A maker needs two things from you: your measurements, and the date of the con. Say whether you want it delivered bare for you to finish, or weathered, painted and ready to wear, because that is often half the price. Reference images beat a description here. If the character exists only as concept art, mention it, since turning a drawing into a wearable shape is design work before it is fabrication. Armour builds book out months ahead of the big conventions.
